Executive Summary

Steve Legge is CEO and President of netnumber, the Boston-headquartered company that provides phone number intelligence and telecom data services, including the authoritative registry used to text-enable 10-digit and toll-free numbers in North America. He took the role in 2022, when Abry Partners acquired NetNumber’s data services business and the software line was spun out separately as Titanium Software, a transaction he led. He came to the company in 2013 after a career spanning Australian broadcast television engineering leadership, the founding of an Australian telecom carrier, and satellite and government communications in the United States.

Career Highlights

  • Appointed Chief Executive Officer of NetNumber Global Data Services on its acquisition by Abry Partners, announced 6 July 2022; now CEO and President of netnumber.
  • Led the spin-out and sale of NetNumber Inc.’s software assets, now Titanium Software, in 2022.
  • Chief Operating Officer of NetNumber from 2018, leading its agile transformation and move to cloud-native and 5G solutions.
  • Joined NetNumber in November 2013 as Vice President of Corporate Development, responsible for global partner and business strategy.
  • Co-founded SP Telecommunications in Australia in 1999; the company, now TPG Telecom, listed on the Australian Stock Exchange in 2001.
  • Earlier Chief Technical Officer of the NBN Television network in Australia.

Professional Journey

Legge began his career in broadcast television in Australia and was Chief Technical Officer of the NBN Television network until 1999. That year he co-founded SP Telecommunications, which became a national mobile, fixed-line and broadband carrier and was listed on the Australian Stock Exchange in 2001; netnumber’s biography identifies it as the business now known as TPG Telecom.

He relocated to the United States in 2008 and joined Cisco to lead global business development for its Global Government Solutions Group. He then served as Vice President of Telecom and Space Systems at VT iDirect, a Virginia-based satellite communications technology provider.

In November 2013 he joined NetNumber, Inc. as Vice President of Corporate Development, leading its global partner and business strategies, and in 2018 became Chief Operating Officer. In that role he ran the company’s agile transformation and its shift towards cloud-native and 5G products.

In July 2022 NetNumber separated into two companies. Abry Partners, the Boston private equity firm, acquired the data services business as NetNumber Global Data Services, with Legge as Chief Executive Officer, while the software portfolio was spun out as Titanium Software under Kevin Peters, NetNumber’s previous President and CEO. The company now trades as netnumber and positions its services around fraud prevention and digital identity as well as number intelligence: carrier identification and number portability lookup, number verification, SIM swap detection and a consortium fraud prevention registry. As CEO he has fronted its 2025 research on the gap between basic phone validation and telecom-grade intelligence, and its 2025 and 2026 expansion into Asia-Pacific, including a partnership with TwoFive covering Japan and Vietnam.
