Envoy handles work authorizations, business travel and immigration program management for employers in more than 180 countries. He was CEO of National Arbitration and Mediation, which he took through a private equity exit, CEO of legal AI company Luminance, and President of International at Epiq. He replaced Richard Burke, who had led Envoy for about a decade, at a company owned by Palladium Equity Partners and True Wind Capital that had just made four acquisitions in a year.

  • CEO of Luminance, a legal-grade AI company.
  • President of International at Epiq, a global legal and business services provider, based in Hong Kong and then the UK.

Professional Journey

Brennan earned a B.A. at Yale and a J.D. at Georgetown, then practised law at Simpson Thacher & Bartlett. He left practice for corporate legal services and held senior executive roles in the United States, Europe and Asia.

The largest of those was at Epiq, the legal and business services provider, where he was President of International. He and his family lived first in Hong Kong and later in the UK during that role. He also served as CEO of Luminance, which Envoy describes as a pioneer in legal-grade AI. In 2021 he became CEO of NAM (National Arbitration and Mediation), which Envoy’s announcement calls the top-ranked tech-enabled arbitration services business. He led NAM through a private equity exit in 2024 and stayed as CEO until he moved to Envoy.

Envoy Global named him Chief Executive Officer effective July 14, 2025. Richard Burke, his predecessor, had decided to retire to focus on non-profit and board advisory work, and remained a shareholder and adviser to the board. Board Chairman Geoff Baird credited Burke with growing Envoy’s revenue from seven to nine figures. Palladium Equity Partners, which acquired Envoy in 2021, is its largest shareholder, with True Wind Capital also invested. In the year before Brennan arrived, Envoy had made four acquisitions to extend its services for multinational and regional customers. Palladium partner Alex Funk said Brennan’s legal and international background fit a strategy of growth in what the company sizes as a $6 billion global immigration services market. Since taking over, Brennan has fronted Envoy’s annual U.S. Corporate Immigration Trends report.
