He founded Exterro in 2007 on an observation drawn from that background: the legal function inside large corporations was running processes that other industries had automated decades earlier. Litigation holds were issued by email and tracked in spreadsheets. E-discovery — the obligation to identify, preserve, and produce relevant electronic records when litigation arises — was handled through a chain of vendors and manual handoffs, at enormous cost and with substantial risk of sanctions if anything was missed. The problem was not that lawyers lacked tools but that the work had never been modeled as a workflow, which is precisely what his prior career had consisted of doing.

Exterro built that workflow layer, and then kept widening its scope as the adjacent obligations multiplied. Data privacy regulation created new duties around subject access requests and data mapping; digital forensics became central to both investigations and breach response; and corporations increasingly wanted one view of legal risk rather than a stack of disconnected point tools. Balachandran pursued that consolidation partly through acquisition, bringing in AccessData for forensics, Zapproved for legal hold and e-discovery, Divebell for data discovery, and Jordan Lawrence for privacy and records management.
