Gloo’s own account describes Billings as a faith technology leader who has spent about 15 years building data, products and partnerships across the global faith ecosystem, and as the founder of Gloo AI. Gloo does not name any earlier employer, and no filing or dated release does either.

Gloo was founded by Scott and Theresa Beck. It connects churches and ministry leaders with resources, data, funding and technology, and its executive chairman and head of technology is former Intel chief executive Pat Gelsinger. Billings’s job has been to give that platform an AI strategy. The central idea, which he has repeated in public, is that the organizations Gloo serves need AI they can trust to reflect their own values. His work on the Flourishing AI Standards and Benchmark draws on the Global Flourishing Study to test models on criteria such as community engagement, family life, spiritual formation and accuracy to religious texts.

As Chief AI Officer in early 2025 he fronted several launches in a row. In February 2025 Gloo introduced Gloo Open, an open-source initiative that adapts open models such as those from Meta and Mistral through Gloo’s own training pipeline. In March 2026 the division launched Gloo AI Studio, a development platform with OpenAI-compatible APIs and built-in governance and values-alignment controls.
