Behr says he did not come up through technology in the traditional way. He studied history and political science at the University of North Carolina at Chapel Hill and graduated as the internet was starting to change how people worked. His first job was at Shopping.com, later acquired by eBay, where he moved between HR, sales, product and strategy rather than staying in one function. He credits that with giving him a practical view of how companies run day to day.
He then joined Adap.tv, the video advertising technology company, as senior vice president of global operations, and helped scale it through its acquisition by AOL. After that he founded his own company. Fountain described it in 2020 as ZIRX, an on-demand valet service with complex workforce operations. He describes it today as Stratim, a mobility and fleet platform that KAR eventually acquired. Building something from scratch, he has said, shows you quickly where your assumptions fail, and that experience shaped his approach to leadership more than any other.
Fountain was founded in 2014 to help companies hire frontline workers faster. Behr first worked with it as an advisor and was announced as CEO in September 2020. Co-founder Keith wrote that he would concentrate on strategic bets within the company and stay on as an active board member. Fountain presented Behr’s twenty years of operating experience, across labour marketplaces, SaaS and ad tech, and his experience running a workforce-heavy business as the reasons for the choice.
Under Behr, Fountain has widened its scope. The early product was, in his words, “narrow and intentional”, mobile-first and built for speed. As customers grew, it expanded into onboarding, compliance, scheduling and workforce management, becoming a central hub for how frontline teams operate.
