Executive Summary
Scott Gilbert is Chief Executive Officer and a board member of Calero, the Rochester, New York company that makes software for managing what enterprises spend on telecom, mobility, SaaS and market data. Calero is privately held by Riverside Partners and Oak Hill Capital. He is an operator from the telecom industry whom those investors backed more than once. He ran technology and operations at FirstLight Fiber, one of their earlier portfolio companies, then joined Calero in 2018. He led the integration after Calero merged with MDSL in 2020, and the board named him CEO that October. Since then he has bought companies to extend Calero’s product and customer base, and in 2025 he brought in a separate President and Chief Revenue Officer to run go-to-market.

Professional Journey
Gilbert spent more than twenty years in executive roles at telecom companies. The company says he focused on the software platforms those companies ran on. The most recent of those roles was Executive Vice President and Chief Information Officer at FirstLight Fiber, where he led technology and operations. FirstLight was a portfolio investment of Riverside Partners and Oak Hill Capital. In 2020 Riverside’s Steven F. Kaplan, then Calero’s chairman, said the firm had worked with Gilbert for nearly ten years across several investments.
He joined Calero in December 2018 and was its Chief Operating Officer. Calero sells technology expense management software: a platform that tracks, audits and optimizes what large organizations spend on telecom services, mobile devices and, increasingly, SaaS subscriptions and financial market data. In January 2020 Calero merged with MDSL, a market data and telecom expense management company, in a deal led by Riverside Partners and Oak Hill Capital. MDSL’s chief executive, Charles Layne, became CEO of the combined company. Gilbert became President and was put in charge of integrating the two businesses across all functions and of changes to global operations, product and technology.
On October 15, 2020, Calero announced that its board had chosen Gilbert to lead the company and that Layne had stepped down. The announcement quoted Gilbert as promising to focus on “innovation and experience” and quoted Oak Hill Capital’s Adam Hahn saying he had the full support of the board and of Riverside, Oak Hill and Sumeru Equity.
As CEO he has added capabilities through acquisitions. In April 2021 Calero bought MetaPort, whose software maps an enterprise’s telecom network so that redundant or unused circuits can be found. In August 2022 it bought Network Control, a telecom expense management and managed mobility provider in Waverly, Iowa, which Gilbert described as a springboard into the mid-market. In May 2025 he appointed Eric Martorano as Chief Revenue Officer and President to lead global go-to-market strategy, so the President title he once held is now separate from his own role. Calero now presents itself as a unified platform covering telecom, mobility, SaaS, market data and AI spend.
