Passini’s early career was in information technology. FPI describes him holding senior positions that led a range of IT initiatives, with recognised expertise in infrastructure architecture, network technologies, hardware and software standards, security protocols and shared services models. From there he moved into risk and business resiliency, the discipline of keeping a financial institution running through outages, cyber incidents and disasters. Most recently he was Chief Resiliency Officer of a Fortune 500 insurance and financial services company. From 2013 to 2017 he chaired the Business Resiliency Committee of LOMA, the insurance and financial services industry association.
He joined Farm Credit Financial Partners in March 2019 as Executive Vice President and Chief Risk Officer. There he oversaw the legal team, data governance and the enterprise risk management programme, including cybersecurity and vendor management. FPI was founded in 1995 and is owned by the Farm Credit associations it serves. It supplies their lending systems and technology, which puts security and resilience close to the centre of its work.
In August 2020 FPI’s board announced him as President and CEO, effective 1 October 2020, succeeding interim president Bill Lipinski. FPI’s customer base has changed shape during his tenure. In 2020 it served six associations with more than 62,000 members and $40 billion in assets. By July 2026 it served four associations with 123,000 members and $57 billion in Farm Credit assets. That month FPI earned Great Place To Work Certification in its first year of taking part, which Passini said reflected “the culture we’ve built together”.
