Executive Summary

Neil Costa is the Founder and Chief Executive Officer of HireClix, a recruitment marketing agency he started in 2010 and still runs from Gloucester, Massachusetts. The business began in recruitment advertising - buying and optimising media to put employers’ jobs in front of the right candidates - and has since broadened into strategic consulting on talent acquisition, employer brand work, career-site design and build, applicant tracking system optimisation and advanced analytics. Costa came to it from the other side of the industry, having spent four years at Monster Worldwide running interactive marketing partnerships after earlier digital commerce and business development roles at Open Market and Segway. He is a regular voice in national and trade press on how hiring is changing, particularly on what artificial intelligence is doing to entry-level work.

  • Shipped candidate-experience products in 2026: Quick Apply in January, aimed at conversion rates, and “Welcome Back” personalisation in February.
  • Published a client result with Ninety Nine Restaurants in March 2026 reporting a 122% increase in job applications after a career site transformation with HireClix.
  • Quoted in USA Today in February 2026 and Business Insider in April 2026 on AI’s effect on entry-level hiring and on employers replacing resumes with in-office trials.
  • Ran an annual online marketing budget reported at $15-20 million as Director of Interactive Marketing Partnerships at Monster Worldwide.
  • Guest speaker at the MIT Enterprise Forum and at Tufts University’s school of business.

Professional Journey

Costa took a Bachelor of Business Administration in accounting at the Isenberg School of Management at the University of Massachusetts Amherst, graduating in the early 1990s, and moved into the emerging internet commerce sector in the middle of that decade. At Open Market, one of the first companies to sell software for running online storefronts, he was Manager of Strategic Alliances in marketing, working partnerships with the large platform vendors of the period. In 2002 he moved to Segway as Business Development and Commercial Sales Manager, selling the company’s personal transporters into commercial and institutional buyers.

The move that shaped what came next was to Monster Worldwide in 2004, as Director of Interactive Marketing Partnerships. Monster was then the dominant job board, and the role put him in charge of a very large online marketing budget - reported at $15 to 20 million a year - spent on acquiring candidates and employers. That is, in effect, recruitment marketing practised at scale from inside the largest buyer of it, and it gave him both the mechanics and a view of how poorly most employers were doing the same job for themselves. He followed it with a spell as Director of Marketing at My Perfect Gig, a recruitment startup.

He founded HireClix in 2010. The initial proposition was straightforward: corporate talent acquisition teams were buying job advertising without the measurement discipline that consumer marketers took for granted, and an agency that combined creative work with analytics could do better. Over the following decade and a half the agency widened its remit considerably, adding strategic consulting on recruiting technology, recruitment process optimisation, candidate engagement, talent mobility and ATS implementation, together with design and creative, employer brand network services and an analytics practice.

The company remains independent and based in Gloucester, with Costa as chief executive and a leadership team covering revenue, finance, client services and operations. Its recent work has pushed toward product as well as service - Quick Apply and “Welcome Back” personalisation both shipped in early 2026 - and published client results such as a 122% lift in applications for Ninety Nine Restaurants following a career site rebuild. Costa himself is a frequent commentator, appearing in USA Today and Business Insider during 2026 on the consequences of substituting AI for entry-level workers and on employers replacing resumes with working trials.
