Executive Summary
John Filby is Chief Executive Officer of Outseer, the payment authentication and fraud monitoring company that was carved out of RSA’s Fraud & Risk Intelligence business in 2021 and is backed by Symphony Technology Group and Clearlake Capital. Outseer’s products sit inside card-issuing banks, payment processors and merchants, and the company says they protect more than $200 billion in annual payments using data from over 6,000 institutions. Filby, appointed in April 2022, came to it with a career spent almost entirely in payments and transactional risk: running Fiserv’s Risk & Compliance Division, leading Deluxe’s Financial Services Segment, and serving as CEO of specialty payment processor Global Holdings. He is based in Seattle.

Professional Journey
Filby’s background is in the part of financial technology that deals with risk: fraud detection, authentication and compliance. At Fiserv he was President of the Risk & Compliance Division, where, according to Outseer, he led the development and global launch of a suite of transactional risk products; the division achieved a Chartis RiskTech100 ranking of first in North America and fourth worldwide.
He then became President of the Financial Services Segment at Deluxe Corporation (NYSE: DLX). There he led several fintech acquisitions that Outseer describes as helping to turn a legacy services business into a modern, technology-based one. After Deluxe he was CEO of Global Holdings, a specialty payment processor that he helped scale and bring to a milestone equity event. Through both the Deluxe and Global Holdings periods he also sat on the board of Abrigo, which sells regulatory compliance and risk management software to financial institutions.
Outseer was his next move. The company had been created in June 2021, when RSA’s Fraud & Risk Intelligence Business Unit was spun out as a stand-alone brand focused entirely on financial fraud; its heritage includes RSA’s risk-based authentication products. Its private equity owners, Symphony Technology Group and Clearlake Capital, appointed Filby CEO in April 2022. STG’s William Chisholm said at the time that much of his track record “was built in payments and transactional risk management businesses”, which was the case for hiring him. Filby described the opportunity as helping customers “combat financial crimes in this dynamic threat landscape”.
His current company biography, published by Outseer, describes more than 25 years in technology businesses ranging from start-ups to public companies and positions him as a regular voice on how technology, data science and values-based leadership can respond to fraud threats.
