Rainey earned a Bachelor of Business Administration and an MBA at Baylor University. He spent 18 years across Continental Airlines and United Airlines. At United he was Senior Vice President of Financial Planning and Analysis from 2010 to 2012 and then Executive Vice President and Chief Financial Officer from 2012 to 2015.
In September 2015 he joined PayPal as Chief Financial Officer and Executive Vice President, Global Customer Operations, and held the role until 2022. In 2022 he moved to Walmart as Executive Vice President and Chief Financial Officer. He also leads the company’s customer service and energy functions.
Walmart’s fiscal 2026 revenue was $713 billion. In the second quarter of fiscal 2027 revenue rose 5.9 percent to $187.9 billion, and operating income rose 28.8 percent, helped by tariff refunds. Rainey said the company planned to reinvest the refunds in customer experience and prices in the second half, and encouraged investors to “consider Q2 and Q3 performance together to assess the underlying growth of the business”.
In December 2025 Microsoft shareholders elected him to its board. He also serves on the board of PhonePe, and previously served on the board of Nasdaq, Inc.
