Professional Journey

Keeney took a BA in economics at Columbia College and an MBA with high distinction at Harvard Business School, where he was elected a Baker Scholar and won the Macy Scholarship and the Uhlmann Award. He began in corporate strategy consulting at LEK Consulting in London and Boston, then moved into industry, becoming divisional president and chief operating officer of a Fortune 1000 global manufacturer - a job that included five years based in Hong Kong.

In 1997 he moved into education, joining Edison Learning as President of Edison Charter Schools. Edison was then the most ambitious attempt in the United States to run public schools under private management, and over the eight years to 2005 Keeney’s remit covered client and new school development, school finance and operations, and real estate design and construction - the practical machinery of opening and running schools rather than curriculum. At its height the network served about 30,000 students across fourteen states and the District of Columbia. He added an EdM in education leadership from Teachers College, Columbia University.

He founded 4th Sector Solutions to sell that machinery as a service. Charter schools and educational nonprofits carry public-money reporting obligations, grant compliance, payroll and benefits administration, facility financing and food service rules, and most are far too small to staff those functions properly. 4th Sector’s offer is to run them centrally: accounting and financial management, human resources, data and compliance reporting, strategic facility solutions, and application support for groups trying to open a school in the first place.

Around the core business he has built adjacent ones aimed at the same client base - School Food Solutions L3C, structured as a low-profit limited liability company, which helps schools operate healthy meal programmes, and 4th Sector Transportation LLC. He sits on the board of 22Beacon, a community development financial institution that lends to charter schools and was formerly known as Charter Schools Development Corporation, mentors in Arizona State University’s Leadership for Educational Entrepreneurship programme, has presented at state and national charter school conferences on finance, real estate and board governance, and writes for American Enterprise Institute publications.
