Professional Journey
Reagan studied accounting and finance at the College of William & Mary and later took an MBA at Loyola University Maryland. SAIC’s proxy statement records that he has been a licensed CPA in Virginia since 1982. His early career ran through technology and telecommunications, with senior roles at MCI Telecommunications, Nextel and AMS, and he became Chief Financial Officer of Aspect Communications, a role he held until 2005.
He then moved into the defense and government services industry, where he spent the next two decades. He was CFO of PAE, a government services engineering contractor, and of Vencore, which served the intelligence community and the Department of Defense. In July 2015 he became Executive Vice President and Chief Financial Officer of Leidos Holdings. SAIC’s appointment release credits him with helping speed up the company’s growth there. He retired from Leidos in 2021.
SAIC brought him onto its board in January 2023. In October 2025, when Toni Townes-Whitley stepped down as chief executive, the board named Reagan interim CEO while it searched for a permanent successor. The search ended with him. On February 17, 2026, the board appointed him Chief Executive Officer, with chair Donna Morea calling him “the steady hand at the tiller SAIC needs”. Reagan said his priorities were to sharpen SAIC’s focus and improve its execution and speed to market. SAIC serves defense, space, civilian and intelligence customers with mission IT, enterprise IT, engineering and professional services.
