Executive Summary
France Hoang is the founder and chief executive of BoodleBox, a Colorado-based company whose collaborative AI workspace lets teams, classrooms and small businesses use several leading AI models together in one secure shared environment. He arrived at technology by an unusual route: evacuated from Vietnam by the U.S. military as a small boy in 1975, he graduated from West Point, served as Associate White House Counsel, prosecuted as an Assistant U.S. Attorney, deployed to Afghanistan with Army Special Forces, and then spent roughly fifteen years building companies, including the law firm Fluet and the defense services business MAG Aerospace. In July 2026 he testified before the House Committee on Small Business on how small firms can adopt AI.
Career Highlights
- Founder and CEO of BoodleBox, which his congressional witness biography says serves more than 140,000 users across over 130 companies and 150 colleges and universities.
- Testified on 14 July 2026 before the U.S. House Committee on Small Business at its hearing on AI and small business, arguing that training, not access, is now the barrier to adoption.
- Helped start the law firm Fluet and helped build the defense services company MAG Aerospace; ventures on whose founding teams he served have employed more than 1,200 people and generated over $600 million in combined sales.
- Served as Associate White House Counsel and Special Assistant to the President, and as an Assistant U.S. Attorney in the Eastern District of Virginia.
- Executive Officer of a U.S. Army Special Forces company deployed to Afghanistan.
- Senior Fellow at the George Mason University National Security Institute and Distinguished Visiting Lecturer at West Point.
Professional Journey
Hoang’s own account of his career begins in 1975, when American forces evacuated his family from Vietnam; BoodleBox’s company story adds that he arrived on a military plane and lived in a tent city. He went on to the United States Military Academy at West Point, graduating in the academic top one percent of his class, and later earned a J.D. magna cum laude from Georgetown University Law Center.
His public-service career ran through national security and law. He served as Associate White House Counsel and Special Assistant to the President, as an Assistant United States Attorney in the Eastern District of Virginia, and as the executive officer of a U.S. Army Special Forces company deployed to Afghanistan.
He then turned to building businesses. In his written testimony to Congress he describes the past fifteen years this way: he helped start a law firm, Fluet; helped build a defense services company, MAG Aerospace; and now leads BoodleBox. Across the ventures on whose founding teams he has served, he puts the combined total at more than 1,200 employees and over $600 million in sales, across law, aerospace, defense, government services and technology.
BoodleBox is his current company. It offers a single workspace in which people can put several AI models to work together, and it sells into higher education and, increasingly, small business. The company states it is backed by a partnership with Microsoft Elevate and is a member of the NVIDIA Inception program, and in his testimony Hoang said it had built routing and compression technology that cuts the tokens needed to complete a task by up to 96 percent. He also told the committee that BoodleBox maintains SOC 2, GDPR, HIPAA and FERPA compliance and is among the platforms approved by the House Chief Administrative Officer for congressional staff.
His testimony on 14 July 2026, at the House Committee on Small Business hearing on AI and small business, made one argument: getting access to AI is no longer the hard part for a small business, learning to use it well is. He described BoodleBox’s work with the University of Michigan’s Detroit Neighborhood Entrepreneurs Project and asked Congress to fund Small Business Development Centers to provide AI training, to protect business data used in AI systems, and to avoid regulation that disadvantages smaller firms.
Alongside the company he is a Senior Fellow with the George Mason University National Security Institute and a Distinguished Visiting Lecturer at West Point, and he is based in Colorado.
