Executive Summary

Carmelle Cadet is the founder and chief executive of EMTECH, a New York financial technology company that builds software for central banks: digital regulatory sandboxes, supervision tooling and a “digital cash” platform, alongside compliance products for the fintechs those central banks regulate. A Haitian immigrant who describes herself as once unbanked, she worked as a bank teller and mortgage underwriter and later as a blockchain executive at IBM before starting EMTECH around 2019. She appeared before the House Financial Services Committee’s Task Force on Financial Technology in June 2021 to argue for a cash-like, blockchain-based U.S. central bank digital currency designed around financial inclusion, and has since raised roughly $10 million for the company, with Accenture joining as an investor in 2024.

  • Founder and CEO of EMTECH (Emtech Solutions Inc.), named as its executive officer and director in the company’s 2023 SEC Form D.
  • Testified on 15 June 2021 at the House hearing “Digitizing the Dollar”, alongside witnesses from eCurrency, MIT’s Digital Currency Initiative, Willamette University and the Law Library of Congress.
  • Raised a $4M seed round in 2023, led by Matrix Partners India; the Form D for that offering reports about $9.8M sold against a $10.2M total.
  • Secured investment from Accenture Ventures in September 2024, tied to a collaboration on central bank modernization and tokenization.
  • Earlier career as a bank teller and mortgage underwriter, then as a blockchain executive at IBM.

Professional Journey

Cadet grew up in Haiti and came to the United States supported, as she told Congress, by a single mother paid well below the minimum wage. She has framed EMTECH’s purpose around that experience: in her written testimony she described herself as “a once unbanked minority person in the U.S.” and said integration into the formal banking system was the transformative step. She began inside that system, working as a bank teller and a mortgage underwriter, which she cites as the basis for her view that the commercial banking model still leaves millions underbanked.

She later moved into technology as a blockchain executive at IBM; her specific title there is not stated in the sources reviewed. EMTECH, which the company dates to 2019 and which was incorporated in Delaware as Emtech Solutions Inc., grew out of that combination. Its proposition is infrastructure for regulators rather than for consumers: API-driven regulatory sandboxes that let central banks supervise fintech experiments, supervision tooling, and a “Beyond Cash” platform for issuing and moving central-bank digital cash. Its early work was with central banks in the Caribbean and Africa. The company records the Bank of Ghana selecting its digital regulatory sandbox in 2021, and Cadet told the House task force that she had participated in the Central Bank of the Bahamas’s pilot.

The June 2021 hearing gave her a national platform. Testifying as founder and CEO, she argued that the United States should build a “Digital Cash Infrastructure” as a complement to paper money, delivered through a “Fed Wallet” rather than a Fed account, with banks, fintechs and even post offices acting as the points of access, and with privacy and anti-money-laundering controls built into the design. She urged the Federal Reserve to use a regulatory sandbox to test the idea with banks, fintechs and users, a position that mirrors EMTECH’s own product.

Funding followed a difficult market. In 2023 EMTECH announced a $4M seed round led by Matrix Partners India, with BTN.vc, VestedWorld, Equity Alliance, LoftyInc Capital, Level Up Ventures and Collide Capital participating, taking total funding to about $10M after a $4M pre-seed and a $2M extension; Cadet said fundraising “wasn’t easy because of the downturn and the FTX and Terra Luna saga”. The company’s SEC Form D for the offering reports roughly $9.8M sold. At the time it reported working with six central banks, including those of Nigeria, Ghana and the Bahamas. In September 2024 Accenture invested through Accenture Ventures, describing EMTECH as a provider of software-as-a-service platforms that help central banks streamline and modernize their operations, and pairing the investment with a collaboration aimed at preparing banks for tokenization.
