Cashel joined PayByPhone in 2017 and ran its UK business as Managing Director. The company said at the time that the job drew on his experience across sales, marketing and operations. In September 2022 he stepped up as Interim Chief Client Officer, and on 1 February 2023 the appointment was made permanent and he joined the management board. At that point PayByPhone described itself as the global leader in mobile parking payments and a wholly-owned subsidiary of Volkswagen Financial Services, working in nearly 1,400 cities.

In December 2024 PayByPhone announced a restructuring that separated its commercial and operational functions. Chief Executive Jonny Combe took direct charge of the commercial business, run through three regional managing directors, and Cashel was named to the newly created post of Chief Operating Officer from 1 January 2025. “I am delighted to be taking on this newly created role,” he said, “and am already looking at how we can optimize our operational excellence.”

In 2025 he also joined the Board of Directors of the National Parking Platform, which lets drivers pay for parking in participating car parks through the app they prefer. It is delivered by a consortium of PayByPhone, RingGo and JustPark led by the British Parking Association. Cashel said the platform was “designed to create a competitive, multi-vendor parking environment” and that as a director he would make sure it had “the governance needed to support a fair and sustainable system”.
