Professional Journey
Sicilia spent the first part of his career at Primavera Systems. SEC filings say he held positions there from 1993 to 2008 and was its Chief Technology Officer before he moved to Oracle. Oracle acquired Primavera, and he joined Oracle through that acquisition. Oracle’s biography of him dates the move to 2008, and its SEC filings date his start at Oracle to 2009.
He stayed on the applications side of Oracle. After several earlier positions he became an Executive Vice President in October 2019 and held roles that included Executive Vice President, Global Business Units and Executive Vice President, Industries. That group builds Oracle’s vertical application suites for industries such as healthcare, banking, communications, utilities, hospitality and retail. In announcing his promotion, Oracle said his engineering teams had pioneered intent-based application generation to replace traditional coding for building Oracle applications, and had added AI agents to the industry suites. Chairman and Chief Technology Officer Larry Ellison said Sicilia had spent several years modernising Oracle’s industry applications businesses, including Oracle Health, by rebuilding them with current AI technologies. Oracle also credits him with managing some of its most strategic acquisitions.
In June 2025 he was named President, Industries. Three months later, on 18 September 2025, Oracle’s board promoted him and Clay Magouyrk, then President of Oracle Cloud Infrastructure, to Chief Executive Officer and to the board, effective 22 September 2025. Safra Catz, who had been CEO since 2014, became Executive Vice Chair of the board. Oracle’s 2026 proxy statement describes the appointments as the product of long-running internal succession planning rather than an external search. It lists him as a director since 2025 and a nominee for re-election at the 2026 annual meeting.
