Professional Journey

Luthra joined SAP in August 1997 as a functional consultant, and in 1999 started the company’s Federal Professional Services practice, the unit that implements SAP systems for U.S. federal customers. He has described the path himself plainly: he started as a functional consultant and progressed into project management and leadership.

In 2008 he became national vice president leading SAP’s Public Services Consulting business, responsible for professional services sales and delivery to the U.S. Department of Defense and civilian departments and agencies, state and local governments, aerospace and defense corporations and higher education. In that role he was executive sponsor for implementations including the IRS, the U.S. Postal Service’s human capital programme, the U.S. Army Medical Materiel Agency, the City of Portland, the Commonwealth of Kentucky and the City of San Diego.

He later moved into SAP NS2, the SAP subsidiary set up to serve national-security and regulated customers under arrangements that keep sensitive work insulated from its German parent. In March 2022 he succeeded Mark Testoni, who had led the company for more than a decade, as Chief Executive Officer. His remit spans SAP’s intelligent enterprise cloud, industry cloud and business technology platform for public sector and regulated industries across the United States, Canada, Australia and New Zealand.

Under his leadership SAP NS2 obtained FedRAMP+ DoD Impact Level 4 Provisional Authorization in 2024, worked in strategic partnership with Amazon Web Services and was named AWS’s 2024 Federal Government Technology Partner of the Year. His 2026 priorities, as reported by ExecutiveBiz, centre on secure cloud adoption, bringing SAP’s AI capabilities to government customers and supporting Cybersecurity Maturity Model Certification compliance in the defense industrial base. His expertise in foreign ownership, control or influence (FOCI) was singled out when he received his 2025 Wash100 Award, the second of three consecutive wins.
