Professional Journey

Halliday studied at Edinburgh University and qualified as a Chartered Accountant. From 1996 to 2005 he held a series of management positions at J.D. Edwards, PeopleSoft and Oracle, including, according to Intelex’s 2019 announcement, a period as President of PeopleSoft Japan. Unanet describes his career as covering five continents.

From 2005 to 2007 he was chief operating officer of Mincom, an enterprise software company. Unanet’s biography credits him with growing Mincom’s revenues from $160 million to $230 million in two years and more than tripling its software revenue, up to its acquisition by Francisco Partners. He then became COO and later CEO of eServGlobal, an enterprise software company serving telecom operators.

From 2013 to 2017 he was EGM, Software at RPMGlobal, where he led its change from a mining services company into an enterprise software company. He was CEO of EMS Software, which makes meeting and room scheduling software and whose clients included AIG, Accenture and Yale University, from 2017 to 2018. In March 2019 Intelex Technologies, the Toronto EHSQ software company, named him CEO in place of Mark Jaine, who became Executive Chairman.

In September 2019 Unanet named him chief executive. JMI Equity had made a growth equity investment in the company that June. Unanet was founded by Fran Craig and had released its ERP product in 2015. The appointment release said his job was to lead the company’s next stage of growth and to widen its position with professional services firms working for the federal government, architecture and engineering firms and other sectors. Its product range now includes CRM, sold as CRM by Cosential, and it has moved into AI. It acquired GovPro AI and Contraqer, invested in WyattERP, and released AI tools including Champ AI, ProposalAI and OpportuneAI. In early 2026 it launched GrowthStudio for small and mid-sized government contractors and reported achieving FedRAMP Moderate equivalency. The company reported double-digit growth for 2025 and more than 4,200 customers, and its About page lists more than 375 employees.

His work at Unanet has been recognised outside the company. He has been named to Executive Mosaic’s Wash100 list every year from 2023 to 2026. In December 2025 he was named a Tech100 Executive by the Northern Virginia Technology Council, and in 2026 he received a Virginia Business C-Suite Award.

Unanet’s biography says he is a graduate of Edinburgh University but does not give the degree or subject. He is also a Chartered Accountant, which is a professional qualification rather than a degree.
