Vollmer’s career was built in consumer telecoms. He worked at BT and was chief executive of Plusnet, BT’s broadband subsidiary. There he led the relaunch of the brand as “good honest broadband from Yorkshire”, a positioning based on value for money without sacrificing service.

He joined Tesco in 2011 and was promoted in 2013 to CEO of Telecoms and Tesco Mobile, the joint venture between Tesco and O2. Companies House records him as a director of Tesco Mobile Limited from August 2013 to May 2017. Moorepay says Tesco Mobile consistently topped Ofcom’s service rankings during his tenure. When he left, Tesco said the business had become the UK’s fifth largest mobile network, with over 4.8 million customers and 440 Tesco Mobile phone shops. His last day was 2 May 2017, and Claire Lorains succeeded him.

In February 2019 he joined Moorepay as Managing Director, and he now leads it as Chief Executive Officer. Moorepay has a long history of changing hands. It was listed on AIM in 1996, bought by Rebus in 2002 for £44 million, and became part of Northgate Information Solutions when Northgate acquired Rebus in 2004. Bain Capital bought it together with NGA UK & Ireland in 2018. That business was renamed Zellis in 2020, and Apax Partners acquired Zellis Group from Bain Capital in 2024. In 2023 Moorepay acquired Natural HR to build out a modular suite of payroll and HR software for small and mid-sized businesses. It won Payroll Service Provider of the Year at the 2023 CIPP Awards and was re-accredited under the CIPP’s Payroll Assurance Scheme in 2025. It employs more than 500 people. He has been a director of Moorepay Limited and Moorepay Compliance Limited since April 2023.

Outside work he is a trustee of ICU Steps, a charity run by former intensive care patients and ICU medical professionals that works to improve care and support for patients recovering from critical illness.
