Hwang earned an A.B. at Princeton University. In 2013 he co-founded FiscalNote; the company also names Gerald Yao, who sits on its board, as a co-founder. Hwang was both Chair and Chief Executive Officer from the start. The company’s premise was that the flow of legislation and regulation at every level of government is unstructured data that software can collect, organize and analyze for the companies, trade groups and agencies it affects. It now sells that through PolicyNote, its flagship platform, which combines government data from local, state and federal levels with AI-driven monitoring, expert analysis from CQ and Roll Call, and the grassroots advocacy tools of VoterVoice.
Under his leadership FiscalNote went public. On July 29, 2022, it completed a business combination with Duddell Street Acquisition Corp., a special purpose acquisition company, and listed on the New York Stock Exchange. The dual-class structure left Hwang in control. Each Class B share carries 25 votes, and the 2026 proxy puts his voting power at about 41% while his economic stake is around 5%.
In November 2024 FiscalNote announced a leadership succession. Effective January 1, 2025, Hwang became Executive Chairman and Josh Resnik, then President and Chief Operating Officer, became President and CEO. Hwang stayed on the board as a Class I director, and the company says his voting power and his role as co-founder are why he chairs it.
The period since has been difficult for the company. Revenue fell to $95.4 million in 2025 from $120.3 million the year before, and the company carried out a 1-for-12 reverse stock split in September 2025. In March 2026 the NYSE began delisting proceedings after the share price fell below $1.00, and the stock moved to over-the-counter trading. FiscalNote then negotiated forbearance agreements with its subordinated creditors over the resulting defaults and hired a financial adviser for talks with its lenders. Stockholders re-elected Hwang to the board on May 27, 2026. In June 2026 Resnik left and fellow director Key Compton became President and CEO. In August 2026 the company sold its FrontierView business to Oxford Economics.
Outside the company, Hwang is a trustee of the Greater Washington Community Foundation, a board member of The After School Alliance and a member of the Council of Korean Americans.
