Schoener’s career has been spent where technology meets hedge funds. RFA describes him as a two-decade veteran of hedge-fund technology. His earlier roles, as the company gives them, were heading IT at an investment firm, DW Investment Management, and at UBS Investment Bank. He later became Chief Technology Officer of ECI, a managed services provider whose clients are mainly alternative investment firms. That put him on the provider side of the market he had served from inside the funds.
RFA was founded in New York in 1989 as Richard Fleischman & Associates to serve the technology needs of Wall Street firms. By its own account it went on to pioneer managed services and private cloud for hedge funds, then expanded across North America and Europe. It now reports more than 700 financial firms served. In 2025 it was acquired by Titan, an AI-native holding company founded by Saurin Patel and David Heffernan that raised a $74 million round led by General Catalyst. Titan’s plan is to acquire managed service providers and equip them with a platform in which AI agents handle high-volume work alongside human engineers.
Schoener was part of the leadership team brought in for that change. On 4 August 2026 RFA announced its new platform, including a Managed AI Services offering, and named him Chief Operating Officer. David Andrade, a former ECI chief executive, was named President. The release said each of the four new executives had more than two decades of experience building managed services organisations for regulated financial firms, and that they had spent the preceding months embedded with RFA’s team and clients before the launch. As COO he is responsible for service delivery across RFA’s global footprint. RFA reports its median first response and resolution times and its SLA attainment on its own site, which makes the operating side unusually visible.
