Professional Journey
Shockey earned a bachelor’s degree in political science and a master’s in public administration at California State University, San Bernardino. He held senior staff positions in the U.S. House of Representatives, serving as staff director and deputy director of the House Appropriations Committee and, from 2015 to 2016, as staff director of the House Permanent Select Committee on Intelligence.
He joined Boeing in January 2016 as vice president of federal affairs and international policy in Government Operations. From 2018 to 2021 he was vice president of global sales and marketing for Boeing Defense, Space & Security.
In August 2021 he moved to RTX as senior vice president of global government relations, a role he held until February 2025.
He returned to Boeing in February 2025 as executive vice president of government operations, global public policy and corporate strategy, a member of the Executive Council. He oversees federal, state and local government operations, sustainability programs, public policy and Boeing Global Engagement, and is responsible for a cohesive corporate strategy. Like chief executive Kelly Ortberg, he worked at RTX before joining Boeing’s current leadership. Boeing builds commercial airplanes and defense, space and security systems and provides aerospace services, and employs about 182,000 people, according to the company.
His remit combines government operations at the federal, state and local levels, global public policy, sustainability programs, the philanthropy of Boeing Global Engagement and corporate strategy. Boeing’s principal executive office is in Arlington, Virginia, and its chief legal officer, Brett Gerry, also came to the company from senior government roles.
